This appears to be a change to original plot details given at D23 two summers ago. As taken from IMDB:
In the animal city of Zootopia, a fast-talking fox who's trying to make it big goes on the run when he's framed for a crime he didn't commit. Zootopia's top cop, a self-righteous rabbit, is hot on his tail, but when both become targets of a conspiracy, they're forced to team up and discover even natural enemies can become best friends.
Now, it appears the two have already been enlisted to work together on a case, but it could be that the new plot is simply expanding on the original details.
Either way, I can tell you I'm super excited, especially just because I love foxes so much! This movie reminds me a lot of Robin Hood, another Disney movie dear to my heart.
